  I. Description of the Topic  
  The requirement of the education of contraceptives is now a relevant issue not only in most-developed world, but also the developing countries which deal with over populated problems everyday with their own, distempered policies.  
  In order to get a better understanding of this topic, some further discussions must be made between the regions. It is always clear that the firm stance of objection from the Roman Catholic has been a great resistance of pursuing a more scientific, and efficient way of contraception. Meanwhile, in the eastern culture of Buddhism, as abortion is considered villainous, the modern contraceptives are always needed. As it has been written in the Millennium Development Goals of the United Nation, the means of contraception, especially the use of condoms, are probably some of the most decisive factors of controlling the spread of AIDS. Therefore, so as to achieve the targets of reserving the STDs, a balance of the two must be established.  
  II. In Sri Lanka  
  Once being a part of the British Commonwealth of Nations, Sri Lanka has got a most advanced system of public medical care in its own religion, like India. According to the statistics from a recent investigation, the number of Sri Lankan people carrying HIV is below 8,000 (about 0.5‰ of the total population) owing to the demanding system of management on contraceptives. In Sri Lanka, the current use of contraceptives among the married women is above 60 per cent, which is fairly beyond the average number.1  
  However, due to the recent crossfire with LTTE, social phobia has spread throughout the country as the rate of birth may increase rapidly if the medical facilities could not be restored straightway. Thus, with the desire to maintain the low proportion of birth rate, the government of Sri Lanka is now facing a knotty problem. Calling upon the appeasement of religious conflicts is only a part of the solution. Now in this nation, the widespread depression has been increasingly enhancing the ratio of suicide. As the density of population dropped to 19.1 per square kilometers, the rights of the newborns must be taken into the strategic plan for the country’s development.  
  Even though the country has undergone so many difficulties in the previous years, the Sri Lankan government and people will continue making contributions on pursuing the use of modern contraceptives throughout the Pan-Indian Ocean region.  
  III. Past United Nation Actions  
  A recent UN Chronicle article issued by the United Nations Department of Economic and Social Affairs clearly states that the traditional ways of contraception (including abstinence and the rhythm) are still the most preferred methods in most parts of the world. Although many other ways of contraception has been introduced in the recent years, the developing world still urges for a better education on the use of more simper contraceptive methods.  
  However, the Population Division of ESA have also mentioned in one of its documents that due to the spreading sexual transmitted diseases, the complete prevalence of using condoms is still way far to achieve2 – thus, in the first few decades of the 21st century, the policy of the United Nation on this topic will continue involving the same part as the previous ones: focus on the essential education of modern contraception, and then introduce the emerging technologies into the developed world and finally the whole human society.  
  Ⅳ. Delegation Policy and Solutions  
  Noting with concern that the situation of fertility is still considered a great challenge to the Millennium Development Goals, Sri Lanka calls upon the international community to stand by the side of supporting the contraceptive education. Indeed, people in the less developed world need a more identified system of using the contraceptives, and the legislative means of protection must be taken into the combat with stereotypical ideas.  
  Sri Lanka urges for an impartial talk between regions and calls for the appeasement of conflicts on this topic. Therefore, we determined to form a secure confederation through the issue and with an optimistic prospect of dealing this problem, we strongly promote the way of regional cooperation on technology, human resources and irenic propaganda. There is no doubt that if the United Nation could offer more humanitarian assistance to the developing countries, the situation would be substantially improved in a short term.
