The Commission on Sustainable Development of ECOSOC,
Recognizing that the nuclear power is clean and sustainable energy and it will continue to play an important role in prompting the future development of science and technology,

Decides to make the following recommendations for consideration by national Governments, the Commission on Sustainable Development of ECOSOC:
Promotes regional and international cooperation on safe function of nuclear power plant by establishing regional nuclear power plant inspectorate,
Upgrades facilities in nuclear power plant so that it is able to withstand more extreme natural disasters,
Strengthens pre-work training program for nuclear power plant personnel, by which their competency of operating computers and machines can be ensured. Strengthens radiation monitory system in and around nuclear power plants and make quick response to unusual data,
Employs radar and self-defense system to nuclear power plants, in order to tackle sudden attacks,
Takes stiff actions to combat illegal transportation of nuclear substance and encourage relevant nations to strike trafficking of nuclear material by enhancing boarder control,
Believes that nuclear weapon is a massive destructive weapon. Encourage countries that do not have nuclear weapons to abandon their intention to attain nuclear weapon, in response, the international community should provide necessary help, including:
·food, commodities and funds to promote poor living conditions in developing countries,
·compensation operation mentioned above, it should be conducted in a gradual manner, that is to say, the whole operation should be divided into several steps, when a country has complete a certain step, international community should deliver correspondent compensation,
Strengthens the power of SC(security council) in order to take effective measures in dealing with the supervision on countries who owns nuclear weapon
Respects countries legitimate rights to use civil nuclear power,
Deals with the waste generated by nuclear reacting process properly. Choosing an ideal way and ideal place for the storage of waste. Try new ways to reprocess and develop further use of these wastes.
Donates more through collaboration to dig further research on how to resolve nuclear waste, including:
·bury fuel waste underground or under the ocean
·transport to the space
Promotes the transparency and accuracy of data submitted by member states and all sources to create a better base for research of experts, UN entities, and member states, to build another effective means to evaluate the situation in member states, and to establish a platform to share experiences between the civil society and the governmental level;
Sets up an information share databank of nuclear for the purpose of improving transparency of CSD and domestic situation of nuclear of member states :
·The sources of data comes from the member states, the academic research groups , CSD and other UN entities,
·Ensuring the authenticity and accuracy of data: data shall be provided with detailed report necessary to prove the authenticity and accuracy and later evaluated by experts and investigated by special rapporteur if necessary before uploaded to the data bank,
·Guarantee the secrecy of some data: data which conclude the national security should not be blabbed,
·Daily operating of EOSOC: ECOSOC will take charge of the daily operation of the databank and emphasize that ECOSOC is a databank neutral and open to all sources of authentic and accurate contribution,
·Contributions: every member state have the obligation to submit accurate and authentic statistics in their domestic situations of everything related to nuclear,
·Effect of the database: the databank shall be regarded as a major consideration in the decision or resolution made by CSD to ensure the feasibility and accuracy of policies,
·Publicity: all data shall be open to NGOs and member states and accessible on the Internet and even to ordinary people for research policy making purposes, meanwhile encourage their feedbacks on their usage of data
Develops advanced technology of nuclear facilities. With the nuclear problems and mishaps caused by the lap in technology, cutting-edge technology which is needed during the storage, transportation, testing of nuclear energy is supposed to be developed with no delay. Nuclear states should increase investment, leading the fund to technology, especially in self-dependent innovation,
Enhances the function of nuclear bank, in which nuclear fuel and technology are stored and they can be provided for the countries without enrichment technology.
Consummates emergency system. Every nuclear holding nation should formulate a series of regulations or measures to face nuclear emergency, such as Fukushima Daiichi nuclear disaster, Chernobyl disaster, Three Mile Island accident. Set up contingency plan and perform maneuvers, making sure that all the relevant people can be evacuated when there is an emergency, the management methods are as follows:
·Lays down international law and transnational law on the civil use of nuclear energy; formulate corresponding regulations about scope, pattern, security, and other standards of civil nuclear energy,
·Establishes strict market access system to ensure the order and security of its use. All the civil facilities should be inspected carefully,
·Increases the investment in civil nuclear energy, committed to polish the level of its utilizing,
Re-organizes energy structure. Reduce the use of fuel energy, and increase the use of nuclear power and renewable energy. At the same time, control the proportion of nuclear power to a moderate level,
Enlarges the influence of media by doing this:
·Sets up some broadcast television channels under CSD and other UN entities,
·Sends some elites from developed countries to developing countries to deliver some lectures from propagating the safety culture of nuclear,
·Forbids any TV or radio channel to broadcast any form of program involving the utilization of nuclear weapons.
